China Launches Innovation-Driven Five-Year Plan for Agricultural Modernization

China has unveiled an ambitious five-year plan through its State Council, focusing on the modernization of agriculture and rural development from 2026 to 2030. This strategic blueprint aims to fortify food security, elevate agricultural productivity, and enhance living conditions in rural communities. By 2030, the plan seeks to bolster food security, enhance the quality and competitiveness of China’s agricultural sector, and build upon previous successes in poverty alleviation.

A central goal of the plan is to increase China’s grain production capacity to around 725 million tonnes by the end of the decade. It also targets maintaining the pass rate for routine agricultural product quality and safety inspections at or above 98 percent. The strategy encompasses a broad array of objectives, including boosting meat production, promoting green agricultural development, advancing rural sewage treatment, and fostering technological innovation to drive income growth for farmers.

The Chinese government emphasizes improving the quality and efficiency of agricultural production, ensuring stable supplies of essential food products, and meeting consumer demand for healthier, higher-quality items. The plan aims to transform agriculture into a more advanced and sustainable industry, promoting a balanced development approach between urban and rural regions. Key initiatives include the expansion of high-standard farmland, enhancement of agricultural research and innovation capabilities, development of cold-chain logistics, and the incorporation of artificial intelligence in farming practices.

Additionally, the plan promotes the modernization of agricultural product processing and the adoption of environmentally-friendly farming techniques. China aims to support emerging sectors such as intelligent breeding technologies, new-energy agricultural machinery, low-altitude agricultural applications, agricultural bio-manufacturing, and innovative food production. These efforts are part of a broader vision to advance agricultural science and technology, increase farmers’ incomes, and modernize rural areas.

Building on recent achievements, China’s grain output in 2025 reached nearly 715 million tonnes, maintaining production above 700 million tonnes for the second year in a row. Scientific and technological advancements have increasingly contributed to this growth, with progress in these areas accounting for over 64 percent of agricultural development. The new plan sets a target to elevate this contribution to 67 percent by 2030, underscoring the critical role of technology in the nation’s agricultural evolution.
